An Analysis of the Aid Effectiveness Agenda in Tonga

This report was prepared by Helen Mountfort of Victoria University of Wellington and was submitted to Victoria University of Wellington in partial fulfilment of the master of Development Studies in Degree. The aim of this study is to investigate the influence of the aid effectiveness agenda on Tongan development policy and practice. The research ojectives are as follows:

  • to evaluate the extent to which Paris Declaration Principles of Ownership, Alignment and Harmonisation have been applied in Tonga.
  • to identify the responses and strategies of the Government of Tonga to the aid effectiveness agenda with particular reference to its application in practice
  • to investigate the extent to which the Tonga Energy Road Map has incorporated the principles of the aid effectiveness agenda.
