Academic Summit on the GX Model in Island Regions, Kumejima, Japan

PCREEE will be strengthening its leadership in ocean-based renewable energy at the 1st International Academic Summit on GX Model in island Regions (IASIR), 26-27 March in Kumejima, Japan. This global gathering provides a platform for island regions to share practical approaches to energy security, climate resilience, and sustainable development.

PCREEE’s involvement is timely for the Pacific, as the region seeks to build technical consensus and regional alignment under its current programme of work. Supported by Dr. Kakau Foliaki (Teulava Consultancy), PCREEE is working to translate regional priorities into actionable frameworks and investment pathways.

At the heart of PCREEE’s engagement is the Pacific Renewable Ocean Energy Readiness Programme (PROERP), a regional initiative targeting systemic barriers to renewable energy deployment across Pacific Island Countries and Territories. This programme is backed by technical assistance from the United Nations Industrial Development Organization (UNIDO), underscoring the importance of international partnerships for sustainable energy transitions in small island developing states.

Pacific island energy systems face significant challenges: reliance on imported diesel, exposure to global fuel price volatility, and vulnerability to supply chain disruptions. These pressures have grown as oil prices rise and supplies tighten, impacting island economies. PROERP identifies that the fundamental challenge is not the lack of renewable resources, but the absence of enabling systems to scale these solutions effectively.

The IASIR Summit will highlight the Kumejima Model, a renowned example of integrated island sustainability. Kumejima demonstrates how islands can harness local ocean-based technologies, such as seawater air conditioning and ocean thermal energy, to reduce fuel imports and strengthen economic resilience. For the Pacific, Kumejima model offers valuable lessons, but also points to the need for region-specific strategies that reflect geographic dispersion, small grid systems, and institutional limitations.

PCREEE’s participation at IASIR focuses on building a robust evidence base, developing investment-ready project pipelines, and advancing actionable policy frameworks for ocean energy. Outcomes from this summit are expected to inform the Pacific Energy and Transport Ministers Meeting in Papua New Guinea, scheduled for May 2026.

As global awareness of island energy vulnerabilities grows, the Pacific is positioning itself as a leader in ocean-based renewable energy for resilient, sustainable development. PCREEE’s efforts at IASIR will reinforce the commitment to transforming abundant Pacific resources into secure, affordable, and climate-resilient energy systems.
